The 31-year-old Scotland international is out of contract at Anfield in the summer and recently admitted he remains undecided about his future, seeking regular playing time ahead of the 2026 World Cup.
Spurs have made an initial approach to Liverpool, but no agreement has yet been reached.
Robertson has started only four Premier League matches this season, with summer signing Milos Kerkez replacing him as Liverpool’s first-choice left-back.
His last appearance came as a substitute in the 1-1 draw against Burnley on 17 January.
Liverpool head coach Arne Slot described Robertson as an important squad member and praised his professionalism following the loss of his starting role.
If he departs during this window, Kerkez would be Liverpool’s only senior left-back, though the club could recall Kostas Tsimikas from his loan at Roma.
Tottenham recently signed Brazilian left-back Souza and already have options including Destiny Udogie, the preferred starter, and Djed Spence as cover.
The club’s experience in the position has been affected by Ben Davies’s season-ending ankle injury.

Robertson joined Liverpool from Hull City in 2017 for £8 million under Jurgen Klopp and has made 363 appearances, winning nine major trophies including two Premier League titles and the Champions League.
