Lagos lawmakers summon commissioner, others over disregard for PPP due process

The Lagos State House of Assembly, on Tuesday, summoned the Commissioner for Physical Planning and Urban Development, Omotayo Bamgbose Martins over an alleged disregard for due process.

The State House also summoned the Special Adviser on Public Private Partnership, PPP, Ope George and ENL NOVAL, the benefiting contract firm.

According to the lawmakers, a contract was awarded by the Ministry of Physical Planning and Urban Development and the office of the PPP without recourse to law.

Hon. Nureni Akinsanya, Chairman of the Committee on Physical Planning and Urban Development, cited Section 26 of the PPP Law, which he said was not followed.

The lawmakers, therefore, directed that all agreements and contracts by the Ministry of Physical Planning and Urban Development without regard to the law be put on hold.

“The trend of not passing through the House in PPP agreements needs to be stopped. The law of this State, as passed by the Assembly, must be complied with,” he said.

Deputy Speaker, Wasiu Eshilokun-Sanni stood in for Speaker Mudashiru Obasa.

Hon. Rotimi Olowo stated that there was a need to determine the financial implications of such a contract.

Hon. Temitope Adewale, Chairman of the Committee on Transportation, said ratification of agreements by the House is in people’s interest “because of unforeseen circumstances that could lead to litigation”.
